Meet The Staff

Ronnie Dowling,
Agency Director

Started in January of 2020. Mr. Dowling comes from 25 years in the Banking and Finance Industry. The last 15 years was with La Capitol Federal Credit Union where he was the Regional Vice President for North Louisiana operations. He is a graduate of Northeast La. University in Business Administration. He lives in Ruston with his wife, Paula. They have two daughters and a pair of grandsons.

Samantha Dimmer
Accounting Clerk

Samantha Dimmer is a native of Ruston, La. She has been with the H.E.L.P. Agency since January 2018. She serves the role of the Accounting Clerk. Samantha finalizes and submits all payroll matters bi-weekly for the entire agency as well as all monthly reports. Samantha coordinates every invoice created throughout the agency to make sure they are submitted and paid in an orderly yet timely manner. Samantha pulls different reports from our accounting system (Abilia MIP) that are needed to make every report successfully complete.


Samantha contributes a lot to this agency like her sense of humor, the constant laughs that keep clients feeling better and last but not least the overflow of love she has for each client.

Martene Thissel
Administrative Assistant


Martene Thissel is a native of Jonesboro, La and has been an intake worker at the H.E.L.P. agency for almost two years. Martene’s duties are to assist clients with applications for utility, rent, transportation, food and other services offered by the agency.


Martene assists clients with the paperwork required for application submission, entering data into LIHEAP system, supplying a benefit amount for services, completing CSBG applications and explaining each program to the clients.


Martene enjoys being able to assist families in need.

Angela Davis
Case Manager    

Angela Davis is a native of Ruston, LA and has been a case manager at the H.E.L.P. Agency for the past two years. Angela duties are to assist clients with various applications (utility, rent, transportation, and etc) that are processed through LIHEAP and CSBG funds.


Angela assists in the gathering of data used to be collected on all CSBG approved/denied applications and LIHEAP approved/denied applications to be used to complete the CSBG Quarterly Activity report for the 3RD Quarter.


Angela said her best skills she brings to her job is being warmed hearted and making sure she gets the job done in a timely fashion.

Barbara Holmes
Executive Secretary

Barbara Holmes is a native of Ruston, LA and has been the Executive Secretary at the H.E.L.P. Agency for the past three years.  Barbara’s duties consist of routine office/administrative activities from the director, and other employees within the department.   


Clerical functions include but not limited to welcoming clients/visitors, answering or referring inquiries, scheduling customer appointments, preparing correspondence/mail, scheduling meetings, properly maintaining files, and handling information requests. Support is provided for all programs/activities in contributing to team effort by collecting and copying data needed to complete client applications.  All information collected must be kept confidential in order to protect client privacy.


“Thank you”, “have a blessed day” are some of the words left by clients as they exit our office.  It’s a great feeling knowing clients are leaving our office with one less burden to carry.

Mrs. Betty Williams

Mrs. Betty Williams (L), is a friendly and accomplished dispatcher here at the H.E.L.P. Agency. A native to Ruston, Mrs. Betty has received a diploma from Lincoln High School, degree from Grambling State University Robinson Business College and training certifications from Growing Great Kids and Growing Great Families. When she is not at the H.E.L.P. Agency, she enjoys traveling and spending time with her family. Also a mother, grandmother and great-grandmother to over 13 children, she exudes patience and tenderness that is sure to make your encounters at the help agency exceptional.



Ms. Margaret Terrill

Ms. Margaret Terrill (R) is an experienced dispatcher for our transportation department here at the H.E.L.P. Agency. Receiving her diploma from Ruston High and her bachelors from Louisiana Tech University, Ms. Margret a resident of Ruston, Louisiana. Ms. Margaret is an animal lover who enjoys playing the piano and exercise when she is not at the H.E.L.P. Agency making everyone smile.

Mr. Ralph Hill

The dedicated Mr. Ralph Hill is one of our drivers. Mr. Hill is a father and grandfather from Grambling, Louisiana. His commitment to our passengers that use the LPPTS is evident in how he consistently and cheerfully delivers. When he’s not tending to passengers, Mr. Hill enjoys fishing.

Mr. Billy R. Harris

The charismatic Mr. Billy Harris is a reputable driver at the H.E.L.P. Agency. Mr. Harris was born here in Lincoln parish but raised in Detroit, Michigan. While there, he acquired his bachelors from the College of Business at Michigan State. Before becoming a driver for the LPPTS, Mr. Harris served as Wayne County PD. His years of experience with serving people has made him extremely compassionate and easy to talk to.

Mr. Mike Foster



Mr. Mike Foster is one of our drivers for the LPPTS. Laced with a smile always, Mr. Foster has worked throughout Lincoln parish for well over a year providing services to the citizens of this area. Exemplifying welfare and protection, he is from Simsboro, Louisiana. In his spare time he enjoys biking and spending time with his family. His tenacity and diligence to serve the people of Lincoln Parish makes rides with him impeccable.
